The current state of the job market in Toronto

Even though there has been some growth to start the year, Toronto still has one of the highest unemployment rates in the province. Finding a job or making a career move is very challenging for the average worker. 

“Employment in the Toronto economic region increased by 50,000 from January 2025 to January 2026 (+1.3%). Employment is being supported by large-scale government investments,” according to the Government of Canada Job Bank.

Here’s a snapshot of what is happening in the Toronto job market:

  • The current unemployment rate in Toronto is 7.4%, which is higher than the provincial average of 7.3%. Only London (7.7%) and Kitchener-Waterloo (7.5%) have higher unemployment.
  • There are 3,919,200 workers in Toronto. This is almost half of the entire working population in Ontario (8,208,000).

Why is the Toronto job market so competitive right now?

There are four top reasons that are creating the competitive job market in Toronto. They are higher unemployment, layoffs, lots of applicants, and slower market growth.

1. Higher than average unemployment

Toronto has experienced periods of higher-than-average unemployment compared to national trends in Canada. This is particularly noticeable in sectors that previously experienced rapid hiring, such as technology and real estate.

2. Layoffs

Over the past few years, layoffs, especially in tech, finance, and startups, have added experienced professionals back into the talent pool. Layoff news, such as GM in Oshawa are starting to become more common in the auto industry.

When large employers downsize or restructure, highly skilled candidates re-enter the market all at once. This sudden influx intensifies competition, particularly for white-collar and corporate roles, as senior candidates often compete for positions slightly below their previous level to re-enter the workforce quickly.

3. Lots of applicants

Toronto remains Canada’s largest employment hub and continues to attract domestic migration and international newcomers. The city attracts graduates, skilled immigrants, and professionals from across the country. This steady inflow of talent increases applicant volume per job posting.

4. Slower market growth

Economic uncertainty, higher interest rates, and cautious corporate spending have slowed overall job creation. Companies are prioritizing cost control and operational efficiency over expansion. As business growth moderates, fewer new roles are created, and hiring timelines lengthen. 

One Market, Two Lenses

Interestingly, even in what’s considered a softer, more competitive job market, candidates remain highly selective about making a move.

Many employers are holding out for “perfect” candidates, assuming a softer market gives them leverage, while professionals remain selective, prioritizing stability, flexibility, and meaningful work.

The result is one market seen through two lenses: employers expect candidates to move because the market is soft, while candidates won’t compromise unless the role is an ideal fit. Bridging this gap requires clear communication around role impact, expectations, and culture, creating alignment that benefits both sides.
